American senators are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators floated a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as government employees went without pay, carriers were compelled to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
President's Plan from Florida Resort
As weekend meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Several Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is truly better for the patient," one senator said.
Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Democratic senators shared concerned responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another path forward" after Republicans turned down an offer to restart the government and continue the payments for a year.
Another senior Democratic senator persisted in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the future of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress does nothing."
Partisan Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of eight Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some observers indicated that the core of such a plan would remove the ACA's mandate that carriers cover individuals with existing health issues.
After his golf outing, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that failed to garner enough support in 2017.
